Bill 40, also known as the Protect Ontario by Securing Affordable Energy for Generations Act, 2025 is a bill that would give the Minister of Energy and Mines the decision-making power to prioritize and approve AI data centres connection requests from projects that strictly serve the province's economic interests. This is a dangerous step as it limits transparency, undermines the role of independent regulators, and concentrates energy decision-making power with a small group of politicians and industry leaders behind closed doors. This is urgent because Bill 40 is likely to go through 3rd Reading and be passed on Dec. 8, without proper debate or scrutiny in the House!

Why are AI data centres a problem?

  1. AI data centres contribute to massive increases in GHG emissions, particularly from fossil fuels and nuclear.
  2. AI data centres require massive amounts of water, leading to mass water displacement, pollution and loss of biodiversity.
  3. Rising electricity and water bills for people, families, and businesses.
  4. The major beneficiary of building new AI data centres in Ontario are American companies and tech oligarchs.
  5. Local, marginalized communities face disproportionate costs and health impacts.
  6. Excessive e-waste and mineral extraction.
  7. Lack of transparency and accountability of data centres.
  8. The impending burst of the AI data centre bubble.
  9. Creates minimal jobs per data centre, while reducing employment across other sectors.

To the record number of folks who deputed to the city's Infrastructure and Environment Committee December 4 on the TransformTO Net Zero Strategy: Action Plan 2026-2030 -  THANK YOU! FYI: Below are two stories on the Building Emissions Performance Standard (BEPS)... a bylaw that would require a gradual reduction in emissions from large existing buildings; it was anticipated to be included in the 2026-30 action plan, but was not.
